Inclusive tourism development ensures equitable access to tourism resources, economic opportunities, and social participation for marginalized groups including women, low-income communities, indigenous groups, persons with disabilities (PwDs), and rural populations. This research article explores key policy interventions that promote inclusive tourism development and analyzes case studies from Asia, Africa, Europe, and Latin America. The study synthesizes existing literature, international frameworks, and hypothetical datasets to identify policy gaps, enabling factors, and future directions. Findings show that policies promoting accessibility, community participation, equitable revenue distribution, capacity building, and public–private partnerships significantly enhance tourism inclusivity. However, challenges such as governance gaps, insufficient funding, cultural barriers, and lack of coordinated planning still hinder full inclusiveness
